I think they do it so they won't forget. I had errands to run today, and I took my mask off after one stop. The next stop, I got out and started toward to door and remembered I didn't have my mask on.
I have noticed on the rare occaisons I go out, that there are a lot of folks driving wearing masks here. And its odd because there are a lot of people not wearing them inside businesses also.
It seems there are some taking covid real serious and some not taking it serious at all.

I'm one that often has a mask on in the car, alone.
I put mine on before I get out of the car for the first stop. And I leave it on until I'm done with all stops and won't come near anyone again. It's easier to leave it on than fuss with my hair and glasses, and often sunglasses too, each time.
Besides that, you're supposed to be very careful putting on and taking off the mask to avoid contamination. I'm sure I couldn't do it right. And even though I use sanitizer often while I'm out, it also prevents me from touching my face until I can get home to wash properly.

Funny, @Shepherd, but I'll take those people anytime over the anti-maskers.
FYI............Dumb isn't funny suzyQ3!

Maybe the driver has passengers in the car, and they maybe asymptomatic Covid-19. Or just went through a fast food drive
Sone drivers may keep their mask hanging on the rear view mirror so they won't forget to wear it.
What do you do with your mask?
" Stay safe. Stay home"
~Put food in front of me, and I will eat it.~

Perfect explanation @geezerette

If it’s disposable it goes in the trash bag that I keep in my car. I have one that is homemade and it gets sprayed with alcohol and then thrown into the wash.

@shoptilyadropagain It does not bug me, I was just curios. To each their own, I don’t care what people do, but that doesn’t mean I’m not curios as to why they do it.

@Shepherd, too funny.
But seriously, why would be so insulting to people who apparently feel safer wearing a mask for exercise? Who knows whether "zero people" will all of a sudden be one or more people -- running, biking, etc.

They might have someone in the car, who they are trying to protect.
They might be working. Having to get out of the car repeatedly on calls or visits into places, and it's easier to just leave it on, and not take it on and off and on and off, touching areas around their face, or laying the mask somewhere that isn't all that sanitary.

I take mine off the minute I have my two feet out of the store door.
