That's interesting; the original photo in question, taken by Backgrid and published by TMZ, has not been questioned by any of the 'big media' sites that have run the story, that I could see.
Well into today, a day after the sighting, countless news sites are still proclaiming "Princess of Wales was seen out driving" etc. -- including CBS, ABC, the Los Angeles Times, The Independent, Today.com, HuffPost, et al, with no editorial disclaimers, or backtracking.
The story didn't originate with Kensington Palace, but news organizations seem to be relying on their sources, at least thus far.
In further news, the Ministry of Defense announced that she will be attending Trooping the Colour ceremonies (in her role as Colonel of the Irish Guards), when they occur in 3 months, but, in typical tight-lipped fashion, Kensington Palace has said that that has not yet been confirmed.
As always, time will tell.

The British press has many articles about the royals every single day. They HAVE to do that.
It seems like the royals are not only serving in a PR function, they also appear to be providing entertainment for the Brits. Publications make a ton of money off the click bait they provide with photos and "news" stories.
What I find interesting is that many of the articles quote "it's been reported" or "a source close to the palace" or what some "royal expert" is speculating about ... whatever the topic. Many of the articles don't provide even one verifiable source! It's just filler for the publications, but since if it's about the royals it will sell well.

You answered your question #3 .... it's a fake, staged photo and activity. If a legit phootographer had taken the photo, there would have been an even better shot that made it to the papers.
Or did we also miss the important announcement about Kate having her mole removed? lol

Too bad we can't see her ears in the photo... The ear is as good an identifier of an individual as a fingerprint or DNA.

Why would Cathrine be in the car, where would she be going? Doctors would attend to her at her home.
