CAT ALLERGY TO KITTY LITTER

Can a cat be allergic to the litter. My cat sometimes rubs her cheeks until there is a sore. Thought it might be her food, but I have started using "the worlds best litter" mixed in with Fresh Step and I swear she has stopped scratching. TIA
