I will still make that call to the city water and try to get them to see my point of saving water already.

It won't matter. People tried that last time there was a drought and they were already conserving.

Of course, there will be a family minimum allowance, based on the number of people in the home.

When the water company in another town got out of hand with the major high cost of water. We took things in our own hands and drilled for water on our land. That water waters the land, and we buy water for inside the home.
