Gov. John Carney on Sunday, March 29, signed the seventh modification to his State of Emergency declaration, ordering all out-of-state travelers into Delaware to immediately self-quarantine for 14 days to fight the spread of COVID-19.

The Delaware Department of Justice (DOJ) has issued guidance to state and local law enforcement with additional details about enforcement of Governor Carney’s emergency declaration. In accordance with Sunday’s order, law enforcement may conduct traffic stops — limited in scope to public health and quarantine questions — on vehicles registered in other states.

As of Tuesday, March 31, there have been 319 total laboratory-confirmed cases in Delaware since March 11. This includes 55 additional cases since yesterday. Thus far, this is Delaware’s highest jump in raw numbers in one day, although it’s not the highest percentage jump in one day.

Of the Delawareans diagnosed, 197 are from New Castle County, 34 are from Kent County, and 88 are from Sussex County. This is a cumulative total of individuals who are currently ill, the 22 “recovered,” and the 10 deceased.

The source of exposure for many of these positive cases is unknown, which indicates a community spread of the virus.

Of the 319 cases, 152 are male and 167 are female. The individuals range in age from 1 to 95. In all, 57 individuals are currently hospitalized, 14 of whom are critically ill.

Thousands of Delawareans have been tested, resulting in 3,696 negative cases. (This data is preliminary on based on negative results reported to DPH by state and commercial laboratories performing analysis. Multiple negative tests per person are only counted once.)

Delaware is considering patients to be fully recovered seven days after the resolution of their symptoms. Three days after symptoms resolve, patients are no longer required to self-isolate at home; however, they must continue to practice strict social distancing for the remaining four days before returning to their normal daily routine.

police checkpoints seen in rehoboth beach and in south bethany beach. they are checking license plates.

i have a question though.......

what happens if you have an out of state plate and tell them you have been in town for over two weeks now and are just getting out to grocery shop after self quarantining? or tell them you have been in town for a month or more?
