I say weird things all the time and hope she does listen. We even use terms we don't normally use.

I heard this on the news today and evidently OPs article was missing part of the report.
Yes, they're listening, because when human speech is unclear or Alexa has no reference point for what's asked for, it can't fulfill its function.
So humans are listening to the commands Alexa can't fulfill. The goal is to create better programming that can cope with the range of variables that currently leave Alexa stumped.

I wonder if they understand Pomeranian/Papillon, Papillon/Chihuahua and Domestic Short Hair. That is what is most likely to be overheard.

Its funny you mentioned it, our local news did a Consumer Watchdog Report on this same topic--Alexa and privacy concerns....

My sister turned Siri off for good.....it was too creepy...Siri kept butting into conversations she wasn't asked about . The straw that broke the camel's back was a discussion about her health and at the time Siri was located in a room far away from the conversation my sister was having with friends that were visiting. Too invasive and is Siri trained to practice medicine???....

I do have my privacy settings set appropriately.
I hate to tell you I've heard Alexa respond even when no one says her name....She's lying (my relatives/friends can confirm this)and sounds like she's becoming more human too 😒

Nothing illegal here. You just can't reveal Who, What, When or Where! Can't call names or places!
I dont trust the fact that just because the employees are told not to do this that they won't.....keep in mind the phrase "money talks"....and if someone offered an employee enough cash I'm sure they'd be "all in"......
