@millieshops Yes. I passed the government site on to her so she can file a complaint. When she applied for the card over the phone, it was granted within a minute and confirmed it was for the zero interest rate. Also, the call was recorded confirming the zero rate. To be sent a card with almost 30% rate... bait and switch. She is going to pursue going after the bank regarding this.
As to what she'll do (activate and use occasionally or mail it back) I don't know. I'll send her all the posts this evening (as people are still commenting) as they contain excellent advice.

You applied for the card & they sent you a card so the account is open. If you don't want it open you would have to close it. Does not matter if you activate the card or not.
