It seems the more the schools try to stop this from happening the more the kids try harder to get away with it and video etc so they are sure everyone knows they are getting away with it. I think the same personality that makes a kid bully someone in the first place also makes them want recognition for their deeds. It's like the kids who are not being bullied think it is a really cool thing to do. The only way to make this stop is going to be to make it stop being a cool thing to do. And - IMO - the only way that will happen is when the little creeps get put in jail for doing it. The severity of the punishment needs to exceed the thrill of the deed.
