Carry, or if you can't carry, slide one piece at a time. Put together at the location of your choice. Connect one piece onto the other. Couldn't be easier.
And no stranger is inside my home, tracking in outside debris, or inventorying my belongings.
Good to hear that you are a lot stronger than I am....

I understand your concern, and why you called them.
Certain jobs have certain requirements, and when someone works for a delivery company, I would think that being able to lift and carry a certain amount of weight repeatedly is not unexpected.
Usually the requirement is something like 50 pounds.
Editing my post to say that it looks like @Foxxee and I were posting around the same time.
Those water cases are heavy. When I've had to move them myself, I tend to half lift them, half drag them, but I tend to do like others do here, and take some of the bottles out at a time and move them that way.
FedEx package handlers must pass physical evaluations and hold valid driver's licenses. Applicants must also possess the ability to lift up to 75lbs. and communicate effectively in often-noisy surroundings.
I would NOT like their job!

Amazon has great customer service. I've had a similar experience.

Easy, simple solution. Next time just order 2 packs of 12 bottles. Or 4 packs of 6. That will be much easier for both you and the delivery person to carry and handle.

First world "problem". I do all my own heavy lifting-no man or anyone else to do it for me. If one is physically handicapped or very elderly with no one to help them, then it's an issue. Sometimes delivery people know that and help people out.
I have always appreciated all delivery drivers, even more so during this pandemic. Maybe we should all do their jobs, even for a day, and get that perspective.
I would never complain to Amazon about something like this. I would be grateful that the water was on my steps, then use my ingenuity to get it inside. And I'd be grateful for the luxury of delivery and clean water.

While they do have dollies they are for delivering to buildings where they have to use the elevator and go up many floors delivering to apartments and businesses. From what I understand they only have to deliver packages to single residences to the property and not up steps.

@Pook, we have a set of stairs from the sidewalk to our front door. We also have a driveway area that is level with the sidewalk.
I wouldn't blame for them for leaving a very heavy package downstairs in our driveway. But otherwise, all deliveries are brought up the stairs and put at our front door, which is very nice for us.

never mind.

I remember reading one time about UPS delivery staff that they have 45 seconds, after arriving at the delivery address, to get your package out of the truck, deliver it, update the tracking information and get onto the next delivery.
Try doing that all day, every day. I've had three packages arrive in the past six months (all food) where the contents were damaged beyond salvation. But oddly enough the outside boxes were fine, so who knows what happened in transport?
I contacted the sellers to report it - for a refund or replacement. But I still didn't file a complaint with the delivery company. Because 99.99% of the time over the years, everything has arrived in perfectly fine condition.
I save complaints for really egregious issues. And, BTW, how would a carrier know the age or physical condition of the customer? Just something to think about.
