Give it time. So far it has only happened once, am I correct? If it starts to be a constant thing, then yes, go over and nicely ask your neighbor to turn down the music. Engage in conversation. No need to call the police straight off the bat. Neighbors talking to each other non confrontational, now there is a novel idea. If the loud music continues, contact the landlord.

In this day and age I wouldnt approach the neighbor myself, I would let the authorities handle it.
I live in San Antonio and we have a special division nicknamed THE NOISE POLICE----they take care of noise complaints. The Task Force handles complaints from 6AM to 10PM, after that the Non-Emgerency crew takes over.....They will issue a warning or a citation. Call your city's 311 number to find out if your city has a similar set up----

These days I wouldn't approach anyone about anything I don't like or disagree with. Your neighbors have proven they're inconsiderate. They might be much worse. I'd try sending an anonymous letter to the owner of the property and/or the local authorities if a law or noise ordinanace is being violated.

Five hours. No extra cars in the driveway so I could not have been a party. Just loud obnoxious music.
About 10 years ago I do remember being stuck in traffic next to someone with open windows with high pitched "music." I figured nothing would stop them until I got an idea. I rolled down my windows and found a classical music station and played it loudly. Well it was an instant in time when they turned off their radio. Never forgot that.
