I think a bit of clarification is needed.
Kodak is NOT going to just start manufacturing pharmecutical drugs.
They're going to take advantage of idle facilities to EXPAND the manufacturing of the drug INGREDIENTS - something that they're already doing.
That's a subtle and huge difference all in one.
If they were starting from scratch, it'd be a years long process to have the manufacturing facilities created and processes approved by the FDA. As it is, it will take some time to get things up and running in the plants that have been sitting idle. If those plants weren't already making those ingredients when they were shut down, the process will be a bit longer.
When I worked in pharma, our fine chemical manufacturing area produced ingredients for a number of other companies. Among them were some of the chemicals used in photography industry.
Also, keep in mind that just because the ingredients may be manufactured domestically, that doesn't mean that the finished product will be, particularly if it's going in to generic drugs. There is a fair amount of generic drug production in the US (some of it just a few miles from my house), but there could be more.

I can already hear the conspiracy theories about how any pills Kodak makes will include teeny weeny camera devices that will relay the secrets of your guts to the Illuminati, because Kodak, of course.
Truthfully, it's good news. I also wish the government would ensure that some low-profit but vital drugs continue to be manufactured and sold at low prices. I shudder to think what would happen, for instance, if the major generic manufacturers of metformin colluded to reduce supply and hike prices.

@RhondaRena I didn't know US pharmaceuticals were manufactured in China. The US has plenty of pharmaceutical companies without trying to turn Kodak into a pharmaceutical company which will take years..
Where have you been ....it was on the news when the pandemic first startred that becauser of Co-Vid some medications were not being made that were vital to people in the U.S..... A friend of mine was one of them, her blood pressure medicine is a rare one and she had to change prescriptions because of this...It impacted many people....and what's currently being manufactured in the U.S. market place isn't as effective for her.... Prescriptions should have NEVER gone to China...a country that can't be trusted or relied on for many reasons...

I think this is awesome news for Kodak. We live in Oswego,NY which is 1 1/2 hours away. Any business that brings help to our well being and to the economy is welcome.
Rochester is a beautiful and friendly city. Oswego is a smaller city but everyone is friendly here also. We are right on Lake Ontario and have beautiful sunsets.

There are several companies who already manufacture generics that have an established record and the know-how who could have been awarded this government contract.

It will be worth it for the security of it. Within reason of course. Hopefully we won't deal with huge increases, and even if we do for the short term to get it to happen, it might be worth it in the long run.

Directly from the Kodak press release:
"Once fully operational, Kodak Pharmaceuticals will have the capacity at Eastman Business Park to produce up to 25 percent of active pharmaceutical ingredients used in non-biologic, non-antibacterial, generic pharmaceuticals while supporting 360 direct jobs and an additional 1,200 indirectly."
