A Continuous Stream of Annoying Neighbors

As I was cleaning up my front steps and sidewalk, I heard another domestic dispute coming from the house across the street with the 4 renter's units. I just looked out my bedroom window to see a bag of clothing on their roof, which means I'm in for more annoying behavior later on today. When it gets warm in my neighborhood, about 10 times a year I deal with yelling, screaming, loud car music, and occasionally police cars and arrests.

My house is almost paid for, and I can't afford to move right now. My mother would love the "excitement," but this is getting so old. Anyone else in the same boat?
