That was spoken by the character "Rene Picard" in Gone With the Wind. 

I have no idea who he said that to. I cheated and found it on google.

@tends2dogs NO.  It was Rene Picard in Gone With The Wind.

 

@SilleeMee He was responding to Scarlett who told him he should be ashamed to be driving Madame Mere's (Mrs. Merriwether, his MIL). pie wagon. He was hugely enjoying it!
