waterproof eyeliner

I cannot wear eye make up because I have small eyes and blink a lot. everykind i have ever tried, no matter how expensive and waterproof, comes off and gives me black eyes. I was so excited to find you had one that was guaranteed not to come off. I ordered it from a customer service person while watching your show. I could not wait for it to come. I suppose they sent the wrong thing.what i got is 24/7 professional eyelining system. I decided to try it anyway and the pencil point broke immediately. Soooooo disappointed!!!!! What do I need . I want eyeliner and mascara that will stay on.
