peeling/flaking skin

I'm finding when I put foundation on over moisturizer (Laura Mercier for normal to dry skin) , eye creme and primer (Smashbox light) my skin is peeling off in noticable amounts. Do you think I need a richer moisturizer. I'm 63 with dry very sensitive skin. Thanks in advance.
