Are all tarte eyeliner/mascara/shadows waterproof, how are they removed?

I don't know about all. I think everything I have from past tsv are waterproof. My only tarte products have been from tsv's.

I usually remove my makeup with purity, and if it doesn't get all my eye mu then I use a separate eye mu remover.
