can eyebrows really grow back?

I was reading an article about Latisse having good results growing back eyebrows, although it was marketed to grow back eyelashes. After years of over tweezing, my eyebrows are very sparse.

Has anyone had success growing back eyebrows after using Latisse or a generic? I do not go to a dermatologist, so I'd probably use the generic. I'd really appreciate feedback.
