Formaldehyde is a preservative it preserves the shelf life of the cream and your skin.  (Just a guess on my part)

Formaldehyde is an inexpensive and very effective bactericide/fungicide. Without this type of ingredient, you risk getting an infection especially with a product like this...the brush going in and out of a bottle which comes in contact with your fingers or toes. There are other preservatives they can use but those are usually costly and many may be incompatible with the other ingredients found in this particular product. Keep in mind that cosmetic ingredients and their safe use is monitored by regulatory agencies.

eta - Formaldehyde is considered a 'natural' additive. It is nature made but has been synthesized industrially. It is even used in certain food and beverages that tout 'all natural ingredients' on their labels.

@bargainsgirl  I noticed this too.  Turned me off.  Does regular nail polish typically use that ingredient also?

never would i buy any product that contains this!! no one should add it to any product.
