When do yopu apply concealer ?

I apply my concealer -I use the Cover Girl cream one with the Olay in it - directly on top of my spackle then apply my mineral foundation over that . Here on the BB some ladies say they put their concealer on top of their mineral foundation. I know what i want to use concealer on - 2 scars on my chin from a sledding accident when I was a kid and under my eyes. So i just do that first. What does everyone else do? And , please, tell us what type of concealer and foundation you are using.
