@Jump4joy2 My daughter had the same issue many years ago as a teen. Dermatologist gave us a list of Do and Don't toothpaste. We switched from Crest to Colgate and Aquafresh and no more issues.

For me, I use (overnight and throughout the day as needed,) L'occitane's pure shea butter. It seals moisture into my lips, and doesn't easily come off. It doesn't irritate my lips like some oils, like caster oil or peppermint do. Highly recommend.
Its a 'West African' shea butter and is thick and occusive. (As opposed to 'East African Shea butter' also called "Nilotica Shea Butter' - a different species than the other type - this type melts quickly into a liquid oil and is not as occusive as western shea butter- its great on body, but too oily and not 'thick' enough for my lips.)

I usually use Carmex
but I bought a box of the Eos balms that come in flavors and egg shaped containers, that was marked down for after Christmas.
Surprised that they are really good, and the taste isn't awful
lips stay moisturized , recommended

I can't use balm with spf. It makes my lips worse and worse. My lips never get flaky (I live in FL) but I apply lip balm all day long, everyday. I've given up on lipstick anyway since my lips are thinner. I use gloss right before going out somewhere and then back to slathering the balm, lol. Drinks lots of water! Try one without spf. That could be your issue too. After I googled it, it's not all that uncommon.

@Dazlin, you might try cutting way back on the exfoliation. It sounds as if you're in a vicious cycle. Maybe forgo it or at least be very gentle if you absolutely feel that you have to.
There is a vendor/owner of a skincare company on HSN (just can't remember the name at the moment) who is adamantly against lip exfoliation, and her reasoning made sense to me. She believes that you're scrubbing off the protective mantle.
I was using and liking Aquaphor Healing Ointment, but I now use and love Cerave's version. I do not exfoliate, but very rarely, I will put some of the ointment on and gently rub it off; then apply more to leave on.
