Velvet Nail Polish...Has Anyone Used This?

I was just on Sephora looking for a gift for a 13 year old girl who I don't know very well. This is just a token gift and my aim was to spend no more than $20.00 I was looking at the sparkle nail kit which I think I will buy and came across the velvet nail kit. I watched the video. Looks like fun for a special occasion. I was hoping someone here had tried it.
