Too Faced Pore Minimizer Powder/Primer

I bought some of this today. Haven't tried it yet. It says you can use it as a power over your makeup OR a primer UNDER your makeup {#emotions_dlg.blink} A powder under your makeup?? Anyone here use this product? Like it?
