I use Seint and that is exactly what it is. I know it isn't for everyone and some don't like the mlm aspect of it.  But I love I just replace one tin when it's gone. I buy just the eyeshadows I want because you buy them individual. Each eyeshadow is about twice the amount you get in a normal eyeshadow pallet. Then I just replace the one eyeshadow color when I run out.

Honeybee Gardens Cosmetics does refillable palettes with shadows. Their foundations and blushes also have refillable compacts.

MOB Beauty is great brand . I think they have exactly what you are looking for. One of the founders was actually a chief chemist at MAC . I used MAC exclusively in the 80s and 90s and these shades are really close and great quality
