I've not done flooding but I do use a milky toner.  So far after trying several my favoirte is  the Byoma Milky Toner.  I get it on AMZN and Target sells it also.  Very hydrating and reasonably priced.  Thayers is supposed to be very good - available at the same two places.  Great reviews - just not tried it myself.

I don't use toners, but I do sandwich a hydrating spray between my hyaluronic acid and my facial mister.  It's Jung Saem Mool 3-in-1 Micro Fitting Mist.  I also use it as my primer and have been quite happy with it hiding my pores although in that case I don't use it sandwiched.  My plan when I got it was to use it IN my facial mister, but the top doesn't come off.
