Shipping question?

Hi Beauties, I ordered from ELF cosmetics over a week ago. It was shipped last Monday via Fed Ex and Post office ( using both). My package is still at post office since last Wed, June 13. Why do companies use BOTH UPS (or FED EX) and post office? why can it just ship directly to my home address - either first class mail or UPS/Fed ex? I think using a third party does not make sense. Please any comments. Thanks in advance.
