My HG is Clinique Touchbase in my fav Canvas 10. However, unless the foil seal is put back on after use, it will dry out. Still, I need no shadow on the lid, so it "ups" my look, even on "no make-up" days. ; )

Trish Mc Evoy makes a good eye base. I love it. It works with all the different shadows I wear.

I have discoloration on my lid also.

I used to love stila's eye primer but it got discontinued. it was like a mac paint pot sort of.

I have been loving urban decay in Eden. of course it keeps your shadows on longer but i also like the flesh tone that it has. it covers up the discolorations on my lid.

I used to use this one too and thought it was the best (and yes, it dried out so fast if the foil was not on tight). Then I switched to Urban Decay, but that went the way of animal testing also, so now I only use a regular primer.
