I really do enjoy a nice rose scent too. That sounds like a very nice gift, OP. It's one I have not tried.
I do have a favorite rose perfume to recommend. I don't know if it's any less expensive than the Annick Goutal though.
Les Parfums de Rosine makes several and they all center on the rose. I haven't tried them all but I do love the first - Rose d'Ete.

Tea Rose, smells just like just picked flowers. Cheap too.

Katie Puckrik is known as one of the better "noses" around. On her website under recommendations there are her favorite picks for budget fragrances that she thinks are really good. This Tea Rose is one of her favorites!

Count me in on 4 Reines by L'Occitane. I mix it with Pure Grace. I love the smell of roses.

pittsburghstreetsoapworks has one called English Rose, a single note I think, use to have Et Une Rose but don't see that one anymore and was a favorite of mine.

I think Dolce and Gabbana just came out with a version of The One Rose - I can't remember what the name of it was exactly, but it smelled really good.

How could I have forgotten Rosine???? D'ete is so refreshing. It has a tea note.
A classic, though expensive rose is Creed's Fleurs de Bulgarie. If you go to Fragranitica.com you can search by note and might find some interesting things.
