I have a Tarte blush - tickled - that I haven't used in a long time.  Went to use it this morning and it had a kind of hard smooth part on the top of it - can't think of a better way to describe it - anyway, the brush couldn't pickup any of the blush on the top where the hard smooth part was.  I know this isn't making much sense so hopefully someone will know what I'm talking about.

 

Anyway, I was able to get some blush up from the sides.  I was thinking tonight when I get home to maybe scrape that hard smooth part away.  Is that the best way to deal with that?  Not sure why it happened.

I wonder if condensation caused it to harden on the top layer over time? I don't know, just a guess.

@JudyL,   There is a way to remove the film over the blush but unfortunately I can't remember what it is.  It was on this forum not too long ago and I hope the person that supplied the answer will see this thread.

Remove the Hard Film From Powdered Makeup With Packing Tape. Over time, your bronzer, powder, or even eyeshadow can start to harden. It's not as fresh; it's not as easy to apply. Next time your makeup hardens, fix it with a little packing Tape.

 

I’m guessing you pat the sticky side on the pallet. Hope this helps

Any wide piece of adhesive tape will work. Packing, masking or even a wide piece of bandage. Just pat it down and pull it off.

Hi Ladies!  Tonight when I got home from work, I tried the tape on the blush and it worked great!  Thank you!
