Question about lining the eyes.

I am looking at Shawn the host and I think she over does it. Not a good look with the black circles around her eyes. I wonder who tells her that it is a good look? Too much for day time. Maybe in a dark setting at night- but it is aging and odd looking on a young girl as a daytime look. Too harsh looking.
