I would suspect that all the major conglomerates (like P&G, and similar huge corporations like L'Oreal) might be guilty of this which would then mean that just about every drugstore product, skincare and cosmetic, falling under their umbrellas, can be considered off limits.
For sure, they have all been selling in China but since China will be discontinuing the practice as of this month, then it will come down to whether these large corporations do their own form of animal testing.
As posted above by a few P&G employees or relatives of such, P&G definitely does their own animal testing so it might be worth finding out what other companies fall under them as their parent company.
When you trace all these different cosmetic companies, both large and small, the majority are all under one of few major giant corporations - just the list of companies owned by L'Oreal is staggering.

On 6/17/2014 wackers said:I much prefer the Firm X over the Peel Pads as it just seems to be more effective on my skin. I liked his PP much better than Dr D's but PP in general have been a let down to me. I did read a comparison of current PP on the market and the ones that got the highest rating were those by Dr Gross. I tried his Glow pads but the gradual ST in it prevented me from being able to use them. My face and ST don't mix well.
Well, it is June so if the above statement is correct (and I have no reason to doubt it's accuracy,) those who have avoided certain brands due to them selling in China might feel more at ease now. And Kudos to China for stopping the practice.
We went through this before about Paula's site and her list of who tests and who doesn't - I believe it was regarding Dr Perricone and the outcome, if I remember correctly, was that Paula's site was not accurate. Anyone else recall that thread?
I would not give kudos China for stopping animal testing yet, as I have not seen one shred of evidence to this. I am thinking perhaps this was a poorly written email by the PTR director and perhaps what she meant was that China announced in June that they will be stopping animal testing, but even that I have not found any evidence to so I have no idea where PTR is getting this information.
And if it were true that China was going to stop animal testing in June (assuming THIS June??? since no specifics were given by the PTR Director), why would PTR change their packaging now or at least not say they will be going back to putting "cruelty free" on their packing soon? Instead they said their newer packaging would no longer claim cruelty free.
The other point I want to make is that they try to put the testing onto China- nooo, PTR has to test and show their results to China. That is how it works. PTR may contract their testing out to a company in China but it is done by PTR. So the little word play the director does making it sound like it is the country that actually tests, not PTR, is slight of hand and disingenuous.
The point being for everyone who is interested in this is to do your homework and don't rely solely on what someone else says. Get the facts for yourself and if, like in this email, there are things that don't make sense or can't be otherwise verified, follow up with that person and find out where that information is coming from.
Okay I just found this. Here is the only information I can find about China no longer requiring animal testing- which is not completely true and is only for SOME cosmetics and ONLY for those made IN China, not from those made imported, like PTR is.

So again, PTR's Director is not being completely accurate and truthful with their answer. And this explains why they still cannot claim to be cruelty free after June.

I also wanted to apologize to the OP for going off track with her post. I just wanted to clarify some misinformation I read on some of the posts and some had asked if anyone knew about the status of PTR being cruelty free.
I hope you can get some suggestions and get your post back on track.
