Peter Thomas Roth Potent-C Cream

I can't figure out how to dispense product? It has a small stick at top of the lid? That has absolutely no function.

Is it in a jar?  The stick is used so you don't put your fingers in the cream, you dip the stick into the jar.

I think this is where you press the whole top down and product comes out of the center.
