I fold over. Love HH. I steam pants while they are on hangers too.

Wool blends and heavier pants I fold over. Lighter crepe or silk blends I hang from the waist with the clip on either side hanger. I don't love HH for the fold overs. I think the bottom is too narrow and you wind up with a crease. I do better with a larger cardboard roller on the bottom from the d/c.
