A friend had spots lasered / removed and they came back.

Yes, that can happen especially if the laser used wasn't the right kind or if the one they used was set incorrectly for spot removal. It takes a certain type of laser (not IPL) to remove brown spots. Lasers are not all the same. I had two brown spots removed by a derm who used a YAG laser. Spots are gone forever.
Fraxel lasers work but mostly for surface discolorations. Spots often return b/c the deep root of the problem is still there. IPL, which is not a laser, will help lighten some surface discoloration but it's super temporary.
