Off Topic - 'Bill Me Later, A Paypal Service'

Has anyone used this on ebay? I am curious about the '$10 back offer'. Is it applied to the purchase you make or to a future purchase? And is there a penalty to pay the balance in full once you receive a statement? I looked at FAQ on the site but these questions were not addressed. Thanks a lot.
