Can someone who knows Ebay tell me how this works?

Opening bid is $275.00

Buy it now is $400.00

My question is, if I bid $275.00, does that mean I won't win the bid, that the seller wants $400.00 for it? (pretend I'm the only one bidding on it, no one else bid placed a higher bid)
