Need Help w/Josie Moran

I purchased the Josie Moran illuminizer . Will someone help me figure out how best to use it? I tried applying it over my primer, and that was way too much shine, but then when I put on foundation over it, it disappeared. I've tried every way I can think of. but no luck so far.

I also got the blush stick with this and it smells like medicated lip balm, and the color is so pale I can't even see it and I am very fair. Any tips ?
