If you have dry skin, you don't want to use a powder foundation of any kind. That will only accentuate any dullness in the skin. There are many liquid foundations on the market described as luminous. L'Oreal makes one called Lumi. Guerlain has one called Parure de Lumiere. I believe that Armani makes one also. My suggestion would be go to your local Sephora or a department store for a match and to also see what will work for your skin type. Another suggestion is to use a good Vitamin C. That will help with the glow. Nars makes something called Multiple Sticks. They come in a range of colors that can be used on cheeks, lips and eyes. I use this in the color of Maldives which is now discontinued. So when I need to replace this, I will need to be on the search for a different color. I apply is to my cheeks then apply my blush and really gives a very pretty glow.

Nourish Organics pure hydrating argan face serum is the best hydrating serum I've ever used and it is a reasonable price. They have web site. Use it a lot during hte winter months when my face is dry or it dries out after using Retin A. A big fan of Laura Mercier tinted moisturizer and IT cosmetics CC cream.

for night time moisturizer I highly recommend oil of olay regenerist microsculpture cream.

During the day all I use is oil of olay regenerist serum under my foundation.

I have dry skin and love 2 foundations only out of all I have tried and believe me I have tried a lot from all over from   high end to drug stores.

 

Mally Defender BB(runs light) in most I use light but in this I get light/medium.

L'Oreal Tru Match Lumi and in this I have and love 3n but could have also gotten 2n.

Both are these are also moisturizing and both are great.

 

I had, gave away the IT CC cream foundation. On me it felt like a mask, was very heavy and very thick. I don't like to feel like I have makeup on.

 

for both I use my Real Techniques Expert Face brush to apply. Put a drop on the top of the brush than dot all over your face than blend in using a circular motion.

This give an air brush look and will last all day/night.

I apply my makeup around 5 PM and wash it off around 7 AM the next morning.
