Mally Question about Poreless Perfection Skin Finisher in TSV. When do you put in on?

Need help! Does anyone know how you are supposed to use the Mally Poreless Perfection Skin Finisher that comes in the TSV? Does it go on last over your blush and highlighter? Or before your blush and highlighter? Mally is putting it on after, but they never start out from start to finish so it is hard to tell. Thanks for your help!
