Lining the upper inner eyelid ... and preventing it from straying

I am sure this has been discussed before so my apologies in advance....

I do like lining the inner 'r i m' of my upper lash line...or the 'water line'. I am not sure which is the correct term to use.

I use Urban Decay liner pencils, but after a while, I do see that it smudges a little, and then I look like I have raccoon eyes.

Does anyone have any tricks or tips on how to prevent this from happening? I really like the look it gives my eyes, but don't like the run-off...
