Laura Geller Shimmer Down

Has anyone tried to shimmer down over eyeshadows that have too much shimmer? Does it take the shimmer down on the shadows to make them matte? Also has anyone tried this as a finishing powder? I'm considering getting this and I want it mostly to use over a couple of eyeshadows that I have that are too shimmery. TIA
