Inner rim eye lining?

I cannot seem to achieve the inner rim eyelining and I've tried many different products that are supposed to work for that purpose. I've used Tarte and Mally and a few others, none will work on my eyes.

Does anyone else have trouble with this? I assume it has something to do with my eyes, not the products.
