Hydroshield

So, I have been using Hydroshield ever since I got it two weeks ago. I am wondering what it actually does. My skin is still dry. I have to use La Mer over it once it dries. I use it in the AM after the Vitamin C Pads and at night. Hmmm, what am I doing wrong?
