Maybe b/c it's too old and dried out, it could just be a bad batch or it could be b/c it lacks good quality. Try using a different brand.

@WI CUSTOMER I agree with @SilleeMee.
That is why I never buy Tarte mascara. I had a horrible experience with it clumping!
I do use a trick I got from my college roommate MANY years ago.
After applying, I use an old fashion HAT pin to separate my lashes which removes any extra mascara that could appear as clumps.
It works beautifully, but please be very careful so close to your eyes.

@Major Shopper - I've seen that pin trick before, years ago during our lunch break in the employee kitchen a gal would sit and apply her makeup in the 1/2 hr and she used a safety pin to separate her lashes, watching her apply her makeup was very interesting to say the least.

@WI CUSTOMER What color is the mascara? I find that the blacker that they claim it to be (Black, Blacker, Blackest, Intense Black, etc...) the more chance it will clump on me.
I guess because of the extra black pigment.
Or they do get thicker the older they get.
If it's clumpy it's not worth messing with.. Try something different!

Waterproof mascara tends to clump more than regular mascara b/c of the ingredients it has...thick waxes and polymers...plus waterproof mascara dries faster and it dries out quicker in the tube as well.

I have a lash comb. Some formulas just clump more than others. I'm throwing out a Fenty trial size mascara because it's just too clumply. I'm beginning to think Volume formulas just mean thick individual lashes which also tend to clump. That's not what I'm after. I just want it to find all the lashes.

This is a ridiculous method but it works for me.
I keep a pad of those small yellow Post-It notes on my makeup table. If I ever see a small section that needs separating, I grab a single Post-it note and use the edge to separate it.

@WI CUSTOMER If it's not a tubing mascara, I wipe the wand a little on a tissue before application. It seems to take off any loose bits.

Sweet mother, am I the only one who's freaked out by the idea of using a pin to separate eye lashes???
