How do you keep concealer from disappearing???

I prime my skin, use foundation, conceal under my eyes and then apply Tarte Amazon Setting powder and then apply my concealer. I then pat a bit of powder on the concealed spots, except under my eyes. My eyes stay put but the concealer on my dark spots seems to get sucked in my skin or just disappear. I could be Tarte Concealer, Maybelline Rewind, Clinique, Amazing, Bare Minerals, Make Up Forever or Dalton. They all disappear. Any tips???
