I've used a powder before and it would be applied with a brush. I'd swirl, tap, and brush it on then use a spoolie brush to comb/brush over them. The powder was just covering the hair, not staining the underlying skin. Nowadays I'm using either a YBF or IT brow pencil that also has a spoolie brush on the opposite end. With that, it's just light feathery strokes until the correct coloring and shaping is achieved and then I use the spoolie to brush through them.
I haven't read about the Tarte brow mousse. Why are you confused?
ETA - I paid closer attention while applying my brow pencil the morning and it does seem to go on the underlying skin a bit, especially if there is a bare spot. But to clarify, I only use the short, feathery strokes and follow the direction that the brow hair is growing. I don't move it away to purposely get at the skin. KWIM?

I gave up on brow products because I can't seem to get the hang of a polished but natural look! Maybe I'm just not used to seeing me with noticeable brows!!! Any way, I know how you feel. I've tried pencils, powders, gels, marker-type products, etc. I recently saw that Avon has a little kit on sale which has a powder and a clear setting type pomade. I am tempted to try this! It looks easy enough. Maybe you might want to look into this!

On the brow hairs and on the skin underneath. But rather than a pencil, I get more precision with a brow brush (Smashbox). The brush is stiff and angled and just right to apply powder/wax over all the area of the brow that you want to intensify.

On the skin and brow ..... I use ELF, which has the colored "wax" and powder finish. I have tried using it with just the wax part (no powder) and it works great both ways and it lasts all day.

I use the Benefit pencil, but I can't use the stuff with the brush. There just aren't any hairs left to stick to. Results of menopause I guess, I now have virtually no eyebrows left.
