Hope In A Tube....

I just go hope in a tube with a set on ebay, and the items came today and everything was sealed BUT this. No box or anything (they did send it in the original philosophy box (I think this set was a TSV some time ago). Anyways I scr-ewed off the lid and it had a small thin long "neck" where the product is squeezed out of, but it was not sealed. My question is when this is new, is there a seal on it? Or does it just come in a box or something? I got a small sample from sephora awhile back and it was a tiny tube with a tiny opening and it was sealed so I am not sure on this product. Thanks guys!
