I just started using Missha BB cream. I ordered it from Amazon. It was $11.50 plus free shipping. I have light neutral skin and the #21 is a tad light so I ordered some samples of the shade#23 off ebay for around $4. It feels lightweight and has good staying power. The coverage is light to medium and the finish is nice for summer, not too matte and not too dewy. Plus it has spf 42 protection.

For the price range you mentioned, I'd recommend Revlon Color Stay. I like the Whipped Creme type. But, the best for dry skin which doesn't accentuate any fine lines IMO is hands-down EL Invisible Fluid Makeup. I recently tried this in a sample and couldn't believe how good it is. It looks exactly like my skin only better & it looks as good 12 hours later.
