This is what I mean: Hiowever, there are others Ashley Judd, Ann-Margret, etc. They all have the puffed up cheeks.

Several options: Including Botox, Fillers (injected under the skin), and I think Implants are the extreme 'fix'. This has been done especially in male and female film actors for decades, along with nose jobs, ears pinned/altered, many derms have perfected their techniques so well that for many patients it's like going to the dentist.
Remember though -- many people with certain ancestries have Naturally full and high cheekbones, so before you assume someone's 'had work' it's best to look at early photos of them. There's a few websites devoted to "Before & After" photos of many well-known people and it's kind of funny to check it out.
