Good skin definitely.
Much easier to achieve good 'hair' with all of the reasonably priced wigs available today.

As someone who suffered from acne, I'd say good skin. No matter how well dressed, no matter how pretty, no matter how much in shape, you can't get past the acne scarring, hyperpigmentation, and the required "work" to cover up the "problem" with makeup.
Great skin is priceless to ones self esteem.
Great hair can be purchased at every beauty supply store, online beauty site and wig shop online and in town. As long as you have at least 1 inch to cover the weft of the weave or lace wig you are "okay". If you hair is thin, one can add half wigs, if your hair color is not flattering you can dye it, if you have the funds...you can go to hairclub for ladies.
The joy of just leaving the house without makeup is not an option for me, to go the beach and just swim and get your whole face wet and make up gone is not an option for me, to just run to target bare face, is not an option for me. I'd take great skin any day of the week.

Definitely good skin as what constitutes good hair is subjective. Just about anything goes hair wise anymore.

Good skin.
It is much easier to cover up bad hair... say with a good wig or extensions... but your skin is not something you can put a wig on. Makeup on bad skin is just makeup on bad skin. It does not make your skin good skin.
Fortunately I have good skin from my genes. My hair is just natural white( I quit coloring) and I have a nice full head of hair. No complaints!

I'm not being vain but I have good hair, I have great hair. But my skin has always been problematic. I had acne through my 20's and I always had to wear makeup to cover the faint acne scars. My skin is okay now because the acne scars have faded but I do have large pores. I never had "go without makeup" skin. If I had to choose, I would choose to have good skin. As long as you have hair, you can always find styles and products that work. It's harder with skin.
