Gel eyeliner?

Saw this on a YouTube video. The product was a gel eyeliner pencil. I couldn't catch the name, the audio was kind of scratchy. Do they last longer than the regular eyeliner? Who makes them?

What is their appeal? This gal was nutty over them.
